Historical Interpretations
[edit]Regarding the discussion of whether Sumner's passed law allowed or prohibited Mongolians to become naturalized, I find it hard to believe that a senator who tried repeatedly to strike the word "White" from naturalization laws would have attempted to bar anyone.
