Lots of redlinks in "popular musicians/bands" section

Is there some notability standard we should be following here, rather than just whatever anyone wants to add? A common approach used in other articles that gather such lists is "must be a bluelink or somehow else demonstrate that it is notable enough that it could be a bluelink"...essentially only list WP:BAND notable groups.
